Irrigon Medical Clinic is currently staffed with (1) nurse practitioner and (2) physician assistant. Pioneer Memorial Hospital is currently staffed with (8) physicians.
Jon Watson, PA-C is originally from Colorado Springs, Colorado. He attended the University of Colorado for his undergraduate degree and studied communications and science. After graduating, he moved to Hillsboro, Oregon to attend Pacific University’s School of Physician Assistant Studies. He enjoys working in a rural community and serving patients to helping them realize they can achieve a healthy, happy well being. When asked how he likes to help his patients be healthy, he stated "I like to focus on a patient's 'whole self' rather than any specific organ system in order to achieve an overall healthy well- being." He is honored to be a part of the team at Morrow County Health District and looking forward to helping meet the needs and building relationships within the community. He has said that "building trust with patients is essential for me in order to provide high quality healthcare with evidence based medicine."
In his free time, he enjoys exploring the Pacific Northwest and spending as much time possible doing outdoor activities.
Vicki Kent, ARNP has been in healthcare since 1981. She moved to Irrigon in 1981 and loves rural health because she likes to provide care in her community. She originally moved from the Portland area and likes the small town atmosphere.
Vicki has two children (son and daughter) that both live in Irrigon (a mile away from her house) and 4 grandbabies. She is a hands-on grandparent and enjoys spending time with the grandbabies. Her family loves the outdoors and likes staying active (snow ski and swimming at the rec center).
Justin Cameron, PA-C was born and raised in Oregon and grew up in the Eugene-Springfield area. Justin attended Western Oregon University for his undergraduate degree. After graduating, he attended Pacific University's School of Physician Assistant Studies.
He enjoys serving rural communities and has primarily done so since graduating. When asked what he enjoys most about rural healthcare, he said "I enjoy the diversity of conditions requiring treatment."
He is excited to join our team at Morrow County Health District and is looking forward to building relationships within the community.

Dr. Schaffer earned his BS in Psychology at the University of Oregon and his MD at the University of Pennsylvania School of Medicine. He completed his residency in Family Medicine in Spokane, WA and then ran a private clinic in Eugene, OR for 28 years. He has stated that his philosophy in medicine involves humor, "I add humor whenever I can. I was lucky enough as a resident to spend a day with Patch Adams, you know, the famous laughter is the best medicine guru played by Robin Williams. Patch Adams convinced me that laughter is a powerful therapeutic intervention."
He was born in California but raised in Anchorage, AK. When he was 22, he left Alaska and moved to Eugene, where he and his wife Gayle raised their 4 daughters. In 2018, he accepted a position at a rural clinic in a town called Klawock, Alaska, near Craig on Prince of Wales Island 50 air miles due west of the nearest Emergency Room in Ketchikan.
With his granddaughters in Southern Oregon, he and Gayle have decided to relocate back to Oregon and call Heppner home. When asked about serving a rural community, he states "The opportunity to get to know patients who see me over and over again not only in clinic but also around town allows me to become a better provider and you the patient to receive better healthcare."
When not in clinic, he enjoys watching old movies, visiting family and friends, hiking, and traveling to the Oregon Coast.
