  1. Limited Bed Capacity: CAHs can have no more than 25 inpatient beds.
  2. Short Patient Stays: The average length of stay for acute care patients must be 96 hours or less.
  3. Emergency Services: They must provide 24/7 emergency care services.
  4. Location Requirements: CAHs must be located more than 35 miles from another critical access hospital, with some exceptions for difficult terrain.
  5. Medicare Reimbursement: They receive cost-based reimbursement for any patient that does not have the ability to pay, which helps reduce financial vulnerability.
  6. Swing Beds: These beds can be used for either acute care or post-acute care, providing flexibility to meet patient needs.

These features help ensure that CAHs can effectively serve rural communities by maintaining essential healthcare services close to home.

The center is committed to meeting local health priorities identified in its Community Health Needs Assessment, such as mental health, substance use, healthcare access, and housing. Mark Twain Medical Center places a high emphasis on quality, with patient satisfaction scores averaging 92%, and demonstrates strong outcomes in preventive health with screenings for conditions like hypertension and diabetes control.

Staff support is robust, with each clinic staffed by patient access representatives, medical assistants, licensed vocational nurses, referral coordinators, and scheduling representatives to ensure seamless patient care. The hospital also has Rural Health Clinics located in Angels Camp, Arnold, Copperopolis, and San Andreas, which provide critical primary care services and convenient hours of operation to accommodate the community’s needs.
